I have created special workgroup for access database in the server and i have joined all users to that workgroup. but what i found is network users can access to the database without joining my wokgroup aspecially for laptops who can plug in and out of the network and lose the path to the workgroup so they can access to the database with full permission when Access create new workgroup file on their own hard disk.

First create a workgroup. Create several users and one user (not Admin) should be owner for all objects. Assign priorities and passwords to all users. Remove all privileges (except maybe public) for Admin user and users group. Remove Admin user.

Doing this, clients can try to use "blank" workgroup, but will not have any priorities (except maybe public if you've assigned them). Also "admin" will have no rights to change privileges, because not database owner.

I don't know that you can do this with Access... sorry.
