A -20 windchill isn't that cold. Exposed skin will freeze in about 15-25 minutes, but will take much much longer if she is sheltered from the wind. What is the temperature?

There are no health dangers if she's well-dressed. Even one layer is better than none. And do not overdress her. Make sure she can take them off if she gets hot.

I've been in -40 windchills and have overheated myself to the point of sweating.

I thought I had frostbite on my thumb but it was just a blister from the twist off caps while watching the Chargers and some other team play yesterday. Of course now that you mention it, it was about 70 here yesterday....

If your daughter is going somewhere she can cancel and stay home, have her do so. If school is not canceled, poor weather is a reason to keep your child at home and she should not be counted absent. It only takes a few minutes to get frostbite. Yes, my heavens!!! She could freeze to death. If she must be out for more than a couple of minutes, insist that she stay home. How old is she? If she won't listen to you and insists on going out, duct tape her so she cannot go outside.

Exposure to the elements is a major cause of frost bite or tissue damage caused by extreme cold. Multiple layering of Cloth or Textiles that is like cloth is a preventative measure. Hands,Nose,Ears and Feet are the most affected. Avoid prolonged exposure to the elements.

Frostbite can occur in any exposed areas in as little as five minutes. Cover your daughter head to toe, use chapstick and make sure her mouth is covered with some cloth so that her exhaled breath will warm up her mouth and lips.

if possible, maybe could you drive her to wherever she has to be?

if not, buy her a big big jacket and scarf and mittens! and two pairs of socks!

in weather that cold, if she doesnt get frostbite, she'll be sure to get a cold.
