how do we design a web site (not a web page)? do we need some special software for it?

Nope, not if you know HTML. You can simply code HTML into notepad and save the file as .htm opposed to .txt. The .htm turns the notepad file into a webpage ready to be uploaded via your webhosts control panel or a web editing software. Using software can be very helpful, especially if you don't know HTML, but it is not necessary. You can download a web template to get you started. If you mess around enough with the template you can start to figure out basic HTML.

The Question is Right! There is some difference between webpage and website. (Technically at least)

Designing a webpage can be as easy as 123, but if one do not know about website designing, it could be a tough job.

The best application to design a website is to Use Microsoft Publisher, it has lots of themes, and a basic website can be ready as fast as 1 minute.

If you are looking into further details, why not try Microsoft Front Page, more details. Needs knowledge though.

Another application is webpagemaker, Now this is very easy.
They even provide free templetes as well.
Search Yahoo for webpagemaker, they have a free version as well, which gives you a logo of theirs at the bottom of your webpages.

But now a days most of the hosting companies provide with tons of free applications that help to design websites with no or very little help.

A Website is basically a page which you have in your host's pc and people connect to it through web.

Before going through the trouble, one should consider every possible reason why should have a website.

Poor websites attract less or no surfers.

One should always consider, why one need a website?
If yes, why can`t be a free website? when one really needs to have website, then the best way is to sit and draw what your website should look like. What categories shall there be.

What pages shall be required? what else can be served at the website which can attract crwod.

Thinking of all these things and then get a website started.

Not really. A page being one and a website being many pages.

There are some companies online that sell whole pages where you can edit the templates, the better ones use something like php to add headers (and other things that repeat page to page) to the many pages so editing or adding content isn't to time consuming or annoying.

You need a domain and host, one with the right amount of space, and tools you will need to manage it. Yahoo actually has a decent service and some good tools but you might be better off finding someone to design the actual page and scripting.

CoffeeCup is a nice editing program thats easy to learn, they also have drag and drop editing now I think. Alot of tools like ftp and some smaller flash design software on their site also.

Web site, web page, same difference...

You need a server to host the site on, but other than that there is no other _required_ software. You might like to install Php, MySQL, and any number of other technologies if you so wish, but it would depend largely on what you intend to do with your site.

You need to know a few web design-related languages:

XHTML
CSS
JavaScript
XSL (maybe)

That would be a good start. The only software you need to start with is a text editor. Though, you could use programs like FrontPage or DreamWeaver.

for designing a web site u just need a web server for hosting ur application, u put all ur Web pages (either static HTML pages or dynamic JSP,ASP , PHP pages) on the web server and every thing is handeled by web server itself,
There are various free web server available in market e.g Tomacat, Sun one Application server, J2EE Application server

u can download them and use them

Decide what you want it for and what you want it to do. Look at other similar sites and think about what you like about them and what could be improved. Decide on your design elements (logos, colours, typefaces etc) and how you're going to use them consistently. Rough things out on paper so that the site can be easily navigated. Use the KISS principle (Keep It Simple, Stupid) and think about how the site's going to be maintained - your information must be up to date. Don't get suckered into designing a flashy site - you need one that's useful.

you can design it with MS-Front page quite easily. It is as good as writing a Document with MS-Word.
