The sun by billions of years. Without the sun's gravitational influence the other debris which was in the early solar system wouldn't have coalesed together - it would just be floating freely through space. The sun pulled it all into what is now the solar system, also increasing the concentration of matter - meaning larger objects were more likely to form.
Scientists believe that the moon was perhaps once part of the Earth - but early in the Earth's history we were hit by a Mars sized object, which caused all the debris which is now the moon to fly off into space and form a new body. The moon also used to orbit a lot closer to the Earth, and the moon moves about 4cm further from us per year.

The sun. Did you know there are theories that our present moon
is not the first one Earth had?
There are a number of impact sites on Earth, and one might have been a moon that was drawn into the Earth. And our moon
came into our magnetic field and was caught in it at a later time.
Could a moon being drawn slowly to Earth before, have created
a powerful magnetic force, and been the reason for large animals
like the dinosaurs and legends of giants?
Think outside the box!

I'd have to say the Sun. It took a little longer for the moon. It took time for it to form and cool down.

I'd bet on the sun because doesn't the moon get its light from the sun? So if there wasn't any sun, then there won't be light shining from the moon.

The sun is a second generation star between 4.5 and 4.7 billion years of age. The moon is ejected, coalesced impact material from the terrestrial lithosphere with an estimated age of between 1.1 and 1.4 billion years.
