I really agree with your statement .This is because people are lazy to do there own work .In our country this starts from house , we are thought to do work ment for men by men and women by women only. This is the sarting points and it gets over outside also.
Actually speaking it is wrong work is work only which can be done by anyone . see japan or any other developed country there is no such discrimmination for doing work.
Your question has the answer, once the peon keeps the assistant
he gives 50% of his work to be done by assistant . This is the place the bribery or curruption starts . This goes much higher in the higher position. and our country is still develpoing country. It is on every induviduall who has to be independnent and face and solve the problems induvidually.not by getting assistance.

Why would anyone want the job as President now? Because they think that they can make a difference... With the state that our country is in at this point, all they can do is try to make it better... Hopefully someone will get voted in, that really means business and can get our finances back to where they need to be, and also focus on jobs, education, social security, taxes, the price of gas, etc. Lord willing and the creek don't rise, it'll happen.
