Yes definitely. The world is already Nuclear with a lot of countries using nuclear power. Nuclear war? yes many are ready for it even today. USA and USSR have been ready for it since 50's. USA even used it to force japanese surrender. India has made a nuclear scientist as their president for his life period.

And if you mean to ask if the world politicians are moving towards a nucleous of power... Well nope, they are not. Politicians are the selfish people, they want to get ahead of another and will do anything to avoid a power nucleous. Cause in a power nucleous there is only one place for the top position.
