Is it possible to sand off minor scratches from a crank case cover? If so ,what is the best tool/s to use and what kind of abrasive?

Not a problem.
Use a dremel with a mild abrasive and get with it.
Watch out or you will dig a hole.
If scratch is too deep, you day is over.
I polish the aluminum cases on my 83 Sportster all the time.
Usually I start with 600 grit and wet sand.
You MUST go in paper intervals or results will suck.
Once you get to 1200, then you can use yellow then white rouge.
Use a different wheel for each rouge and do not get them mixed.
I use a regular hand drill for the final rouge polishing.
It is advisable to consume one beer for each hour you spend on the project.

don't sand buff-with 4 or 6 inch hand grinder with a buffing wheel using buffing compounds start coursethen fine -if there really deep u may want another cover ps. use lots of elbow !

Autosol metal polish is the way to go.
