If you're talking about the download bandwidth, then it's normal for the speed to fluctuate, especially through P2P downloading. If you're asking about the overall system performance - then no, it shouldn't affect it necessarily unless you're downloading something malicious like a virus or malware (generally this would be without your knowing it).

It seems that unanimously everyone else claims that leaving your computer running causes performance loss. This is not true by any means. In fact, aside from the setup of drivers and software that require it, I never reboot my system and I have suffered no performance loss at all.
Depending on how often you use your computer, shutting it down and rebooting it frequently can actually damage your PSU and decrease the life-span of your components.
Cleaning your temporary internet files is fine, but bears almost no significance to system performance unless it contains malicious items. Even a defrag is only variably significant depending upon the level of fragmentation. The only true benefit of a defrag is decreasing the motion of the read/write heads to increase the life-span of your hard drive. The performance gain of a defrag is mediocre at best.

yes it will slow down after running for a long time.
u can shut it down for some time then reboot it. i have records opening my pc for 3 days and it slows down 20 - 30%

Yes Definitely it will slow down, you need to delete temporary files and temp files after it wiil become to normal performance.

Yes it does, try Ccleaner. First time use the Issues tool then the Cleaner; after that just use the Cleaner regularly.

It could be one of a few thing's
1. You need to clear your temp internet files (Disc clean up in system tools)
2. You need to deframentate your harddrive (in system tools)
3. You need to upgrade your RAM
