the first poster is correct, however there is a work around.
you can run Mozilla Firefox from a USB drive. In that instance you can install adobe flash player without needing administrator permissions because you are installing it onto a thumb drive which is not governed by the same permission set.

If you are using windows xp, most of it they forgot to put password on the main administrator account. Logoff to windows then on the logon screen press CTRL-ALT-DEL twice and a text box will appear then type Administrator and press Enter leaving the password text box blank. Now you can install the flash player from http://www.macromedia.com which is now adobe.com

Ask your administrator - he/she probably has his/her reasons for not letting you have it (i.e. you'll spend all day at school/work buggering about on the internet watching Flash movies when you should be working).

contact the system administrator and ask for the rights.
Other than that you have to have administrator rights.

Install WinCap(you can install this even if you are not a admin). Then you can install almost any program you want.
