Even better than music stores would be music instrument stores. they always have bulletin boards.
you could post your number and say your auditioning people to be in your band and just post it anywhere you know musicians probably go.
theres also Craigslist.org if you live in a big enough city.

But I've beenn looking for a band for 12 years and haven't found an adequate one yet.

Goto local music stores. Alot of music stores have bulletin board where people put up "want" ads or "looking for" ads
