You're in luck. I am a Powerseller of Tickets on eBay (Username: Fernbuck) If you want to be safe, you need to do 3 things, have them pay via Paypal, send the tickets via signature confirmation, and make sure they have a confirmed address thru Paypal. It sounds like a lot, but it's pretty common. This way you are protected under Paypal's Sellers Protection Program. I was burned once for $300 because I shipped to a unconfirmed address. This is if you want to play it safe.

Just to let you know statistically, the over 700 pairs of tickets that I have shipped, I have only once had a customer say they did not receive the tickets. The odds are with you. Just make sure they have a good rating (95-100% Positive Feedback) and you should be ok. I say 95% sure you'll be ok if you just send it regular USPS Priority with delivery confirmation ($4.05) and charge them $5 shipping.

Yes you could just send them in a regular envelope, but I would put them in the security kind. And for your other question you can send it by first class mail and get signature confirmation, if you're afraid someone will lie about not getting them. Most ebayers are pretty honest though. I've bought and sold on there quite a bit in the last few years. Most people are courteous enough to leave feedback for everything(me), but others don't leave feedback for anything. Hope this helps.
