This is a debate for school... i only have a few points.
Motion: Current littering laws in Singapore should be strictly enforced.
Current Littering Laws (2007)

•for first time offenders: a fine up to $1000.
•for repeat offenders: a fine up to $5000.
: Corrective Work Order (CWO) up to 12 hours.

I am opposing the motion. I need help. and if someone could come up with some points and elaborate on it, i will be so grateful.... Thnx...

Yes.. i understand Tan D. but i am doing a debate and would like to know how i can win in the opposition team... that means i disagree with the motion. so i need points and explantions to explain why i disagree with my motion...

Hmmm... tough debate to oppose.
you can use the following points
1) using penalties to result in correct actions, ie not littering, will not solve the root problem that lies with citizens' mentality. They will still litter in malaysia. A better way is to educate public to be proud of the public places, so that they won't dirty them by littering.
2) Police will not be around 24 hours to catch the litter bugs. Thus litterbugs do get away as the chances of getting caught is minimal. Therefore they will not be encouraged to stop littering just because of the penalties.
