No, but only because of the nature of windchimes. Any noise that keeps you awake or is very annoying would be considered torture. However, most people would be able to sleep to the steady tinkle of windchimes, and few people would find the sound to be irritating. The only people who would be irritated by constant wind chimes are the same people who would be irritated by ANY constant noise. Those people probably have some kind of anxiety disorder to begin with. Taking advantage of that disorder and using the windchimes because you know they'd be annoying to the person would be considered torture.
This falls under the category of "psychological torture," by the way, even though sleep deprivation can lead to physical death.

Heck yeah! I hate wind chimes, they are nothing but irritating, and I can't figure out how people think of this as a relaxing, great sound.
