The text of this memo should read as follows:
All company owned materials, tools and machinery are not to be removed by any employee at any time. Failure to comply with this company rule or standard will be cause for disciplinary and legal actions against the employee, including termination.

Well, just tell them strait forward, my suggestion.....

Company property is to be left on the property or site after completing the daily duties/shift work. Any one failing to comply with the request will be faced with strict consequences. (add a new rule stating in employee rules and regulations)

If your company policy states warning (verbal or written) for any other problems (late for work, abuse or other) follow them to keep yourself from a problem further down the road... also if you have daily audits or security cameras, if possible, to keep a log of what that particular employee may be taking...

That is called 'stealing' and you could/should make a police report and fire the guy. A memo is just a band-aid. This guy should learn the hard way. Don't be "nice" about it. He is stealing from you and the company.
