You can safely delete those files; if Windows needs them then it won't let you delete those files. This is true for all versions of Windows.

If you go to My Computer > Select a drive > right click on it for the properties menu > You will come up with a dialog box and a pie chart that tells you how much memory you are using (that will be in blue). Below that pie chart is a button labeled Disk Cleanup. That button will safely delete Temporary files, Temporary Internet files and other things like old Windows install files that you no longer need on your computer. This is an automatic feature and safer than just going to the Temp Directory under the Windows directory looking for files to delete. This option also insures that you will NOT delete any files that you need to run your computer or your programs.

mikelyt78 is lying to you you have been able to safely delete these files since Windows 3.0.

you would think that but you would be wrong.
in my experiance i have erased all in the temp folder for a program i use well more than one program gives error messages claiming it can not find the data in the temp folder.
so before deleting everything make a backup incase a program you use needs the files and folders you deleted.
if they do you have the back up to paste pack to the temp folder.
