Actually, you want to enable Javascript on your internet browser (like Internet Explorer or Firefox), not on Windows. Javascript is a scripting language used by internet browsers.

To enable Javascript on Internet Explorer:
From the menu, select Tools > Internet Options.
Click the Security tab.
Scroll the list down towards the bottom, and you'll see a section under Scripting.
For Active Scripting, select Enable.
Click OK.

For Firefox:
From the menu, select Tools > Options...
Click the Content icon.
Make sure the Enable Javascript checkbox is marked.
Click OK.

If you want to enable for java applet you should download an application from http://www.sun.com or if you want to enable in Internet Explorer you should do the following steps.
In Internet Explorer there is menu Tools in which you should select Internet Option and then Select Security Tab and click on Custom Level and in Scripting section enable Active Scripting.

Now you have java Script enable Internet Explorer.

it depends on the browser.. but it should be automatically in IE or firefox

if you mean a java applet, you need to download the client from http://www.java.com
