It is not common in India. But this low hip sari is a fashion trend. Mostly fashionable girls/models are seen wearing a sari below the navel. Sari can be worn in many ways. This is a trend to make the sari look stylish.

Well, the answer is yes, it is common in India. But, it also depends upon the age group.
Girls who are not married in the age group of 18 to 30 years, don't wear, which is a good sign.
You can see the trend of low hip saree among elderly women rather than young ladies.

no,low hip saries are not common in india north side state womens only mostly using but wearing low hip saries are not a indian traditon, because of modulation its changed, these type of saries still using cities kolkatta,mumbai,gujarat,U.P,Delhi(this type of saries are against to the indian culture

It can be found hot n happening in Metros like Mumbai, Delhi, Bangalore in the Upper Social Class......... Otherwise its not practiced in common.
