Probably because other things seem more important than studying to you right now. Or, you could be burned-out on studying for a prolonged period of time. If the semester is ending soon, you might be overly anxious regarding how you'll do grade-wise/test-wise.
Sorry, I have no clue as to what a HONC rule is--don't remember ever hearing it in any stage of school.
I don't know where you live, but if it's in the US you should go to sleep now so that you can wake up in the morning. You may be able to concentrate more after a good rest.

Most people actually study too much, well actually that means that most people try to study too much at one time. The brain simply can't concentrate on complex tasks for hours on end.
Each person has his own tolerance for this but every brain is better served by shorter more regular study sessions. When you find that your eyes are following the words but your brain is not following the ideas, its time to stop studying and do something else.
Indulge whatever it is that you are thinking about. Or better yet do something active, this will increase oxygen flow in your body and actually feed your brain and you will be ready to study again more quickly.
P.S. - S.W.'s got the right idea. I love going for a swim or a bike ride between study sessions. I not only like it but it makes my studying a lot more effective too.

The mind is like a jumpin' monkey.
Take a SHORT break, do something to move your blood (stretch, be busy around the room a bit) and put your mind on other things.
Frequent breaks, if short, help build your 'focus stamina'.
Do it and get the darned studying done so you can play.

You need to take a break! You have been at it too long, that's why you're distracted.
