The only "free" insurance is medicaid which goes by your income. But in general, no a carrier is going to cover you for free by yourself. They may cover your family and if you live there you will be covered under that policy but there is still a premium.

Um... Insurance isn't free for anyone! Kids obviously don't pay, but someone pays for them. And there are many kids who have no insurance because no one pays.
Medi-cal and medic-aid are not free! Nor are any state paid insurances... someone is paying, just not the person getting it. The government is paying, and therefore the tax payers are paying.

depending on your income, you and your family members may be eligible for medicaid. also each state may have their own program, ie. media-cal in ca and peachcare in ga. just because you are under 21 does not guarantee coverage.
