Stealing.
The customer is stealing from the owner who has to purchase the raw ingredients for the food, has to pay rent on the restaurant building, has to pay insurance, taxes and utilities for the business, and has to pay his/her waitstaff.
Also, the customer is stealing from the waiter who spent his or her time waiting on the customer, without compensation of a tip. Many times, the owner of the restaurant will deduct the entire price of the walkout customer's meal from that waiter's earnings.

Theft of course. Punishable by jail & or fine. If a person is that hungry let them go to a soup kitchen. Or the local supermarket & buy some Romen Pride soup for $ 0.25 But if they choose the restaurant way no problem jail will give them 3 free meals a day.

It is stealing and that is a crime. Some idiot here in Washington state a few years ago shot a cop because he was caught stealing gas. If he would have just given himself up in the first place he would have maybe just had to pay a fine. Now he is sitting in prison for attepted murder of a police officer.

It would depend on what State you live in but a couple of charges come to mind. Theft by Deception, Fraud, Theft, Deceptive Practices, and some states actually have a Skipping charge cause it generalises ducking out on restraunts, hotels, etc.
