Err, not really sure what the question and additional details together mean..are you talking about like zoo aquariums or personal aquariums.
Personal aquariums' purpose is for a person who wants to relax and enjoy watching seprate beings in the confines of a housing, like in the wild.
Zoo aquariums' purpose is to show onlookers larger animals that one wouldn't normally see in daily life.
Sorry if I didn't hit the nail on the head, but the question was a little confusing ;)

That depends on who you ask.

Some people like it for its aesthetic value, like a piece of moving art in the living room.

Some people enjoy the relaxation watching an aquarium provides.

Some people like to provide a nice, suitable habitat for certain species of fish, designing the aquarium to suit the carefully selected species to create the most natural environment possible. This is the sign of the true aquarist, the rarest breed of fish-keeper.

Some people will set up aquariums as their own little contribution to the refuge of the endangered species. Those who keep Victorian cichlids might know what I'm talking about.

And some don't quite know why they want one, they just want to try it out and find out what's so special about it.

The purpose of an aquarium is to provide us with a source of beauty we don't often see in our every day lives. A saltwater ecosystem is one of the most beautiful phenomenon that exists on our planet. So it's no wonder why they are so popular among people who live far away from an ocean where viewing such a spectacle is easily accessible.

one without any animals in it? i guess for decoration, you can make them look very nice, i personally think that that's a waste of money, but some people just like that sort of thing.

Could be for a scientific study, could be for personal enjoyment, could be because your apartment won't allow dogs or cats.
