Give him/her a booklet of coupons. Make each of those coupons good for something special from you. For example, a backrub, a home cooked meal, a chore around the house, a night out on the town, etc.

cookie bouquet, bake your cookies on a tick, back a dozen, heart shaped or otherwise, put them in a simple vase with a bow-
this question is hard because you are very vague about what the ideas are for-
are you talking about decorating, giving to a spouse or boyfriend or for children??
One thing I like to do is cut out some small hearts out of pink, white and red paper- I then write scriptures and quotes about love on them, then place them face down on the dinner table on a valentines inspired tablecloth. I have this out the whole week and each night at dinner everyone gets to pick one and read it- then talk about what it means to them. This is good for a family or just a couple as it sparks good conversation and can be a lot of fun!
For breakfast, heart shaped pancakes are fun for kids.
cards made from vellum paper, doilys, scrapbooking materials are nice.
a simple picture frame decorated with whatever you like- valentine candies sprayed with shellac (sp?) , decoupaged with hearts and or pressed flowers, put your picture or a family or couple pic in the frame.

Last year, for his 22nd birthday, I made my bf a scrapbook with the heading "22 things I love about you", complete with pictures and magazine cut-outs, stickers, etc.
For a more high-tech gift, you can make a Powerpoint presentation for him. Make sure that you place lots of custom animation, pics of you both, a touching message, and you can even use Photoshop to superimpose the two of you in a beautiful setting... like Venice or Paris.
I gave him a similar gift as a graduation gift. I asked all of his friends to make just one slide with a picture and a message, and compiled all of them into a CD. He loved it! Make sure you have a good playlist too.
Of course, as a last resort, you can make him dinner, cookies, a card, or a personal massage.

Coupons are the best! Or just make a spa at home and give each other some nice oil massages (like lavender).

My husband made me a mix CD for the valentine's before we got married. he downloaded/burned the songs, and designed the cover. We then made a variation of that CD as our wedding favour.

I as quickly as used the quote "a hundred hearts could be to few, to hold all my love for you" and had over a hundred hearts with expenses, interior jokes, words, songs, and issues that jogged my memory of him. I placed all of them in a adorned chinese language field (yet another interior comedian tale) and he easily enjoyed it.
