Okay, this is probably falling on deaf ears with the numerous votes for Green Arrow, but I go with Hawkeye all around. His accuracy has been dead on as much as GA's. I believe the only time I've seen him miss is when dealing with enemies faster than he is. But, while GA is one dimensional (he's all but useless without arrows), Hawkeye is an accomplished hand-to-hand combatant thanks to years of training with Captain America. Plus if you look at Ultimate Hawkeye, he's as deadly accurate with any item he can use as a weapon (eg. forks, fingernails, etc.)

Are we talking the new Hawkeye (female) or the old Hawkeye (male)?
And which Green Arrow?
The Old Green Arrow would have beeten either Hawkeye, but the New Hawkeye would beat the new Green Arrow simply because she could distract him with her looks.

My money’s on the man in green. Ollie Queen’s a good deal older and more experienced than Cliff Barton.
