I think the flash can out run Superman in a race, but is not faster than him. If the two superheros were to race in such way... Flight vs. Terrain, I think Superman would win, no contest.

From the original race back in the late 1960s to the present, the Flash has been represented as the faster of the two. While Superman is fast, he cannot access the Speed Force, which most of the DC speedsters utilize. Even before the invention of the Speed Force as a plot device, the Silver Age Flash was shown to be able to approach near light speed, and in the case of 'Crisis of Infinite Earths', surpassed light speed when Barry Allen caught the tachyon particle in the Anti-Monitor's cannon. Effectively, while Superman is fast, he's not faster than the Flash.

Superman would win as you said. The Flash would have more distance to run than Superman would to fly. Unless superman only flew ten feet off the ground then it would be about the same distance for both and in that instance....it would a be tie. They are both good guys so neither would be awarded a loss.
