Ken Salazar - Secretary of the interior. The President normally designates one member of his cabinet to stay faraway from the State of the Union in case disaster strikes the capital. That cabinet member has the duty of preserving the government working in case their is a few sort of catastrophic experience.

I can not find the source, but I remember hearing it announced while watching it.

well...i dont exactly know who it was but i know that during the state of the union one member of congress or senate is sent to an unknown location (via airforce one i think) by secret service so that if anything is to ever happen to the people who are at the state of the union he or she (usually he) will take office. also the individual is given access to all the secret stuff in a secret package you know, just in case.
sorry, i dont have reference, just have the vague info from what i heard after last years state of the union from NBC I think.
