im looking for a college that offers courses in all medias and allows me to dabble in each without having to commit to one right away, a beautiful campus, interesting, open minded people, and a busy diverse small or large city

If you're looking to dabble, then you actually DON'T want the best art colleges. The best art colleges are very competitive to get into and students need to present a portfolio in a fairly focused area or sometimes in two mediums. The programs, themselves, are very, very intensive, with hours spent in the studio or slogging on projects in your own space in the wee hours of the night.

I'd advise looking into art programs offered by community or junior colleges in your area. Many such programs are even partnered with 4-year programs that allow students to transfer their credits easily.

Ringling School of the Arts in Sarasota, FL is one of the best in the country.

There are many great schools out there, but I would suggest you check out a small school in a smallish city called R.I.S.D. http://www.risd.edu/

MICA and VCU are both very good art schools.
