For using audio and vidio facility in java applet u need JMF( java media framework) installed in your machine this JMF will also be needing on the client machine where u want to run your application. JMF is again platform independent so it will run on diffrent machine with same code. you can dounload JMF from
http://java.sun.com/products/java-media/jmf/2.1.1/download.html

but thye main problem is that every client will be needing the JMF plugin installed which may also be downloaded from the sun site,

Hello,

You can develop a Java Applet for Video chat using Java Media Framework API. You should be able to get this from the site http://java.sun.com.

You can look at the following site for sample code:
http://ltu164.ltu.edu/itseng/version.htm

But the trouble does not stop there. If you are planning to use it over internet or intranet through the browser you will need to sign the applet with a certificate. Else it will not be able to access any of the local resources. Only if you sign with the certificate provided by a proper authority or if the people are willing to use your certificate as a valid certificate will they really be able to use applet for chatting.

For signing of applets look at the following site:

First I'd make sure you guys are both fully updated on the latest software. Second, double check that your cam works. Easiest way is to open up Photo Booth or you can click the cam icon next to your name at the top of the iChat window. Of course, it could just be an iChat issue. It's been known to happen. Solution: Get Skype. Unfortunately there is no real decent video conferencing app that is Mac friendly. It's not a priority for anyone but Apple and Skype and iChat can be finicky. Skype is the only one I've gotten to work across platforms and consistently.

Hello Abhi,

Have you thought of contacting Apple about this? They have a regular development convention. Or, did you want to go open source on this? You can check out the folks that produce Adium X.

Best of luck for you.
