No it is not illegal, but I hope that you are being smart about your decisions. As for living in different states, try to be respectful to your parents about the phone bill and don't go running away. I think you should try to find someone closer to your own age and alot closer to home.

From what I understand it will not be an issue until the 16 year old hits the age of 18. Then you could get in trouble for having a sexual relationship until the 13 year old hits the age of consent. However this age differs between states, so that could become an issue for the states thing if the ages are different in different states.
HOWEVER, since both are still minors much of this also has to do with what parents agree to let you do. Make sure your parents know what's going on so that you can be kept safe and if things get out of hand there is someone to help you out.
Don't let anyone pressure you into anything, only do things you are comfortable with. I was very good friends with/almost went out with a 17 year old when I was 14-15...

As far as I know it is NOT illegal for any two people to go out, no matter what their ages.
There are numerous laws that govern the things they cannot do, such as anything sexual, plus some other things.
Living in a different state doesn't make a difference on the going out. There are Federal laws that apply when state lines have been crossed and sexual things happened.

Different states do not matter, provided that legal transportation is being used. As Horsemonster above pointed out, dating is ok-sexual relations are not.
If you are on the boarder of the state, it is not uncommon for people to date across state lines. If the other person is more than 30 minutes away, rethink the relationship unless you meet regularly for other reasons (i.e. church, or a common activity).
