I don't think you will find one that can access the internet in that price range and the card to do this for Palms cost over a 100.
A have a Palm TX - which cost about 299. Now, what you can do is, go to Staples or Office Depot and sign up for one of their card. Then you will get a rebate of some sort toward stuff in the store, which can use for other supplies.
Now this is one awesome handheld ( I own it so I can say it.)

If you like audible books they have some kind of deal going on with Audible.com
Okay they guy above me recommended get the phone/pda. I don't like that. First off, I am a heavy PDA user and I also sometimes use my cell phone a great deal. It is one thing if one battery dies but to have both items dead, unacceptable.
Also, a friend of mine had one, she lost it, I don't know what the deal is on backing these things up, but she did not. Then she did not buy the insurance so she ended up getting cheaper phone so she was not paying a cell bill when she did not have one.
I admit, I do tend to be more careless with my phone, since I like to have it available when it rings, I am not that way with my PDA, it gets put in its case when not in use. So I would be more likely to lose or damage both items.

If you are looking for one with Cell Phone acess, the Palm Treo 650's are pretty good. I had one. However, for about $200 more, you can get a really good Cingular 8525 PocketPC that has wifi built in and all. You may also want to check out the Cingular 8125 too. It is a little slower than the 8525, and less memory, but still pretty much the same thing, and cheaper too!

Ditch the old-school PDA and go smart phone (lots of reviews on CNET http://reviews.cnet.com/4566-6452_7-0.html ); the tide has turned this year for them vs the PDA.
I use an XDA Orbit which runs Windows Mobile, has a stylus with touch screen, built in camera, GPS navigation, an FM radio... oh, and I can call people too. It's a similar size to the PDA-only devices too.
For my money, Sony are rocking with world with smart phones right now, Nokia are playing catch up and the own-brand smart phones by HTC (like my UK o2 XDA Obit) are superb.
And the big bonus? You can often get them free or super-cheap with a cell phone call plan.

$200 is very little for doing what you wanted out of it, except you go look at what's on eBay, then it is about enough.
If the Internet access is Web browsing, look for as large-screen as you can, Smartphone is definitely out, but Phone Editions are good bet as they are PDAs with phone features, not phones with PDA features.
I happen to have an issue of magazine I chanced upon that list out many possible current machines. I suggest you visit these Websites.
