In a way that was nice--I would offer a breath mint or gum to them often--but I would never French them

you have to be very discrete how y ou approach someone on such a sensitive issue ; this is not the time to be blunt.
Medical condtions can cause bad breath. dental ; tonsils,
diabetic.
I would pull them aside and discretely tell them; that you didnt want a stranger telling them this. you are my friend and employee and i am concerned about your health,
certain medical condtions cause one to have a odor to their breath.
Lately i have noticed this odor and i am concerned for you.
If i didnt care i wouldnt pull you aside and talk to you about it.
Have you been to a doctor for a check up?
The odor is getting worse and i didnt want anyone to hurt your feelings.................. i hope you would care enough about me to tell me if you noticed that about me............
i care about your feelings and your health.
Check it out. it is hard to smell your own breath.
i had to do this to a co-worker and she handled it.
Stunned her ! but she said i done it so nice she wasnt offended,

OH yeah just give her a stick of gum or a tick tack maybe she'll get the hint after a while.

It is not easy, I've been through the same situation but a DIFFERENT SMELL, I was not able to say anything , but I put air freshener in my car and whenever she was with me , I start spraying all over.
I think she got the message.

Offer a piece of gum to him/her every time you see that person. It may make him or her think about the situation.

that is a tough qustion, esp me being as out spoken as I am, i would for serious tell then to go buy some breath mints..that is just a crying shame
