Are we dealing with British units or American units?
American units:
4*10^1*10^6*10^12=4*10^19
British units:
1 billion = 1 million million
1 trillion = 1 billion billion
so:
1 billion = (10^6)^2 = 10^12
1 trillion = (10^12)^2 = 10^24
therefore:
4*10^1*10^6*10^24=4*10^31
quite a difference, eh?

The reason why lies in the definition of a number written in scientific notation. It must be greater than or equal to 1 and less than 10, multiplied by some integer power of 10.
Ex. The number 23,000,000,000 can also be written as:
2.3E+10 or as 2.3 X 10^10.

Scientific Notation: 576,700 would be the same as 5.767x10^5, you get the 5 by how many decimal places you need to move because the number other than the 10(5.767) has to be between 1 and 10, here's another one that's a little more tricky: .00005767 would be the same as 5.767x10^-5, the negative is placed there because you need to move the decimal point 5 places the other way

ok now 10thousand hundred means 10 thousand times hundred ie 10000*100 =1000000(4+2zeros) similarly 40million contains 7 zeros and 1trillion contains 12 zeros so 7+12 =19zeros ie 4*10^19

anyway, as for "why" that's something i constantly argue with my physics prof about. there are things you just cant be that acurite about. so insted of "there are 4,010,812 (give or take ten thousand)" you would say "4.01x10^6", and the give or take is implied being plus or minus half of the last noted decimal place.
