My apt has baseboard heat. It is controlled by a thermostat. When I twist the thermostat to differerent levels the pitch of the whistle changes. It still whistles when it's on 0 too. From lvl 0 to 10
the whistle has me hostage PLEASE HELP!!!.

If you want your DEPOSIT back when you move, tell your landlord or property manager so they can fix it........

It may sound simple but you have to experiment to find the source of the whistle. Try blocking parts of the vent or tracking the lines back to the suspected source. This should not be difficult to do. Get some cardboard or a magazine to help you block airflow through suspected sources. After you find it, block the whistling area or adjust the vent. It sounds like you are describing an adjustable air vent on a 1 pipe steam baseboard heater. It probably says "Hoffman Model #1A", "Bell & Gossett" or "McDonnell-Miller" or "ITT" on it.
It is meant to vent air at a regulated rate to control the steam flow.
It sounds like it may need replaced. It is easily and inexpensively replaced by your landlord.

Look in the endcaps of the baseboard units for bleeder valves. It sounds as if you have air in the lines that needs to be purged. Or you could just tell your landlord.

it cant be a blower fan because a base board will be steam or hot water and possibly needs to be purged or a relief valve adjusted

Got to be a blower fan bearing. Can you find a way to lube it.
