Do you have your popup blocker on? Sounds like a popup ad to me. Do not download anything. Turn the popup block on if you have Norton Internet Security and Firewall. If you don't have a firewall, get one.
If that doesn't work and it is a virus, are your virus updates current? You can go to the Norton homepage and read about different things that may be affecting you computer. Or the best way, but not the cheapest, is to contact Norton and ask them. They will charge you a small fee.

this is not an error. This is adware. Think of it as a virus only a lot less harmful although every bit just as annoying if not more so.
Download a program called "adaware". It will fix your problem.

Just run the program(it's free) it will scan your computer and find all spyware and adware on your pc.. Then it will ask you if you want to remove. Remove all files that were found, then reboot your PC. You should then notice an increase in performance and your annoying popup should be gone. If it wont, contact me.
Oh and here's some advice:
Download and install "Firefox". Use that instead of IE6.
Firefox is a rock solid and robust browser that has a built in defence agaist popups and if I'm not mistaking it will protect you from some adware/spyware also. You might have to install a plugin after getting Firefox also. All the info is on their website and you wont have any trouble with using this browser if you read the info on the site. Once I started using Firefox, I understood that it will be my primary browser for a long time to come.

The error C:\Windows\System32\NvCpl.dll is a rundll error. You losed some dll files. You can re-install your system. And this error message will disappear. But I do not recommend you to do that. Sounds like you have one of those hard-to-kill worms, adwares, or whatever that fool you to believe that your computer is infected with something, and ask you to go to such and such website to download this whatever software to clean it. - That is a trick. They put a malign virus or something bad in your PC that's hard to clean, and that thing automatically is the culprit that makes your computer show that message, and I bet even Internet Explorer takes you directly to a website that is not your regular home page.
If you see all this, or some of this, try go to one of the online places that scan your computer for free, like McAfee Online Scanner, there are many good places where you can scan your computer online, and chances are it will find what's wrong and even clean it for you, or at least tell you how to clean that mess.
It happened to me a month or so ago that I entered some website, and all of a sudden I noticed my hard disk spin a bit for no reason, then I started to have all sorts of strange symptoms, from a message popping up saying that my PC needed to be cleaned, and go to xxx.xxx.com whatever website to download this program and fix it. - I went to one of those online scanners, and it found something and it cleaned it..... I even had to get to Windows Registry and delete some things there myself, because the damn thing was very hard to remove.

This could be coming from the messenger service. It can be found under administrative tools, services. If it's not disabled, disable it and reboot. That should stop them, if not update your antivirus and scan the whole system.
