Most people do not know that even in vampire myth, not all myths encorporate the vampires destruction in the sun. If you get into the myths, you shall find some amazing things.
In fact, if you read the BOOK Dracula, Stoker has Dracula wandering about during the day.
Vampires evaporating at one touch of the sun is good drama.

Vampires are afraid of the suns rays because the suns light repersents the power of god. Vampires are souls who were killed by werewolves or people who went against the church. The sun, since it represents god power, is gods wrath to vampires.

It is just a religious dogma, because in the middle ages, the Church accepted the existence of vampires, and the clegy must have done sg. against them. So they spred a rumor, that sunlight destroys the people.
Sunlight is a simbolic thing. As light symbolises good, and dark symbolises evil. The Church wanted to make them vulnerable to the power of the LIGHT, so christianity.

My 5 month old is also very fair, as am I but we just make sure we put sunscreen on her every couple of hours. We also take breaks from the sun by going out early in the day, going in in the afternoon when it is 103 degrees out, and heading back out in the evening. My daughter loves the pool and I would hate to keep her inside all of the time.

Vampires are man's creative. It need to have some weaknesses such as afraid of sun's rays. If not, no way can man destroy them.
