If you mean a cell phone, then it will work anywhere as long as there is coverage from a nearby cell phone tower.

Yes. It just depends on if its a state that has many blackout zones. Which can be normal. Oh thanks you got me going now. I'm a cellphone expert, need more help email me: (nikehoops499@yahoo.ca) And depends on the if there is any cell towers near by.
