"He was arreseted, for intension to sell drugs".
"She was arrested with intension to prostitute herself".
"The priest was arrested with intension to..."
None of these acts actually ever happend, yet there is a way to arrest them. "Almost doesn't count, except in horse-shoes and... ...er, the law.
:)
NOW! It works against you again... You get the shaft every time!
Example:
You were slapped with extra credit card fees, although you had every "intension" to pay it on time.
She is mad at you, although you had every intension on buying her an anniversary gift.

Exactly. They make assumptions and act based on those assumptions, even though they may be wrong. For example, IF a person has a certain amound of narcotics on theiir person, it is assumed that they are going to sell it, even if they simply were stocking up so they wouldn't have to buy as often. Between that and that probable casue garbage a person could even get arrested for getting out of bed on the wrong side. And people wonder why my only loyalty is to who ever will get me what I want.

I dont get the question.
If a guy goes to the store and has a gun in his pocket but before he gets to the counter he trips and the note and the gun fall out, would you suggest that the police allow him to retreive his belongings and go about his day?

As far as your wife and the credit card thing, I think that the problem is that there is no proof of intent other than your word where as the other things you mentioned the propensity of the evidence is the determining factor.
I think that the police standard is that 'had we not intervened what is the likelihood that this crime would occur'. (ie from your example: 25 baggies of crack would definitely make a reasonable person assume that the intent was to distribute, the police pretending to be a 'john' and asking the 'lady' for a date would make a reasonable person think that the 'lady' is a prostitute if she accepts the 'date' in exchange for money, the priest with photos of naked boys on his computer)

Because it's the acts(s) leading to the intention, even if the act(s) was never finalized. If you were allowed to buy, sell, and/or ingest illegal drugs and got caught the charges would be harsher indeed.
So say there was a girl and boy on a date and the boy insisted they have sexual relationships and the girl stops before letting the boy complete the act and doesn't stop until she has kicked and scratched his eyes out. She could go to the police and they might charge him with assault with the intent to rape.
A wife or girlfriend might be upset that a special occasion was forgotten. If the gift was the expected recognition then that would most likely cause them to get upset, even if the intent was to get something. It would seem like it was not thought out and that the occasion was not worthy to remember. That would make someone upset and the intention would then be meaningless.

Intention.... OHHHH!
Most of the time these people are already in the act of commiting these crimes:
Woman has agreed on an amount for services.
Man has agreed on price for drug he has admitted to having.
But then,
If you wait to the last min to do something you have prior notice to that shows you are a bad planner, and will suffer for it
Anniversay, a year to plan = night on the sofa
Late credit card bill =late fee
Late electric bill =dinner by candle light
late brake= beautiful foam collar
That's life!
