What it means is that after you have forgotten all of the things taurt by rote, what is left over is the truely valuable stuff.
For example, in year six our teacher taught us how to read maps. I don't remeber a thing from that class. However when I was in year seven my mum and me took a trip around Australia for six months. I had to read the maps because I was the navigator since my mum was driving. Now I can read any map that you put in front of me, no matter what it is.
What it all means is that what we learn through life is greater and more important than what we learn from school. Hope this helps.

I think:
Education is a way of transmitting the knowledge of a person's findings after they pass on or move on to another focus in their own studies. Sharing knowledge (education) keeps the information current.
One step further is the morphing of original discovery into off shoots of application. The original idea is lost or obscured but the flow of it's evolution is kept alive as it is passed through different forms and applied by each generation of 'learner'.

Skinner is all about behavior modification with operant conditioning. What you learn to parrot back in class and regurgitate on tests is not, for him, education. What matters is how your behavior has changed.

Its a mindset..that survives. If you forget everything you learned in collge, you would still be educated...because it taught you how to think, how to rationalize, it taught you to be educated. and that will always stay.
