I'm a bassist and I love electronic musics' bass beats too, so. which did you mean?
"Aphex twin" and "squarepusher" have the coolest most unique bass in electronic music I think
"Trans Am" has some really awesome bass beats. they are super versatile and one of the best bands i have discovered this year.
For heavier rock Les from "Primus" is at the top with people like flea from "RHCP" and Justin from "tool" close behind him and ofcourse trey from "Mr. Bungle" and now "Fantomas"
Squarepusher is not only probably the most amazing bassist I have seen but he makes his own petals create some of the best bass ebats I have heard also.
For lounging music Fun Lovin Criminals have some chill bass.
For Rap
Tech N9ne has the most unique beats around today full of alot of awesome bass beats.
and
If you want to hear the hear something like crazy sub bass tones and errie noises
Lustmord is about the only perosn around like that I have found.

Check out the band Yes, specifically the album Fragile. Their bassist Chris Squire is one of the best there is and he does a lot of neat stuff on the album. "Schindleria Praematurus (The Fish)" is particularly bass-heavy.

"N.I.B" by Black Sabbath. It opens up with a bass guitar solo on a wah-wah. Then it drives through the whole song in a rhythm similar to "Sunshine of Your Love" or "Cocaine."
