Yeah, right now he's scared to death of you, and doesnt know what your intentions are, He needs time to settle in..and he needs to be taught by you that you're trusth worthy. Keep talking to him, holding him, spending time with him, giving him treats, etc. Also, does he have anything to sleep in? a little hut, something he can "hide" in? If not, his wheel might feel like the most enclosed thing in his cage right now and thats why he spends so much time on it. If you got one of those critter trail type cages, then it comes with a built in hamster bed..chances are he hasnt discovered this yet. Give him time..when he gets a little more comfortable he'll start to explore his cage and realize whats all there.
Also- He'll never really "sit still" in your hands for very long. Hamsters are runners. but it'll turn from a "im trying to get away from you" run into a "this is fun , im just exercising" type run. Ive had hamsters for years now..when theyre new they run super fast in my hands because theyre trying to get away, once theyre used to me they just keep walking in my hands..not because they want to get away..just because thats what they do. once in a while they'll stop and chill but not for very long.
If you got a hamster that bites, dont freak out and put him back when he bites you. He'll either get even more scared of you, or he'll realize that all he has to do is bite you when he wants you to put him back. He needs to learn that this isnt going to work.
I got a new hamster not too long ago myself and he's still scared of me. I can tell the pet store didnt handle him very much. he runs really fast and I dont let anyone with out quick reflexes hold him right now because they'd more than likely drop him. I gently block him so he cant run in my hands (because hes trying to get away)..He still always finds ways out but this slows him down and eventually he just gives up and grooms himself in my hands..and thats when i put him back in his cage, not when he's freaking out. I want him to learn that I'm only going to put him back when he's being calm..and by the time he's learned this, he'll want me to hold him and he will have calmed down quite a bit. Anyway, good luck, have fun with your little hammy!

Your hamster needs a cozy place to sleep, Give him an empty toilet paper roll. I know it sounds silly but they love them, he'll chew on it and probably sleep in it. Continue to handle him for a little while away from his cage a few times each day. He's getting comfortable in his new home and he's probably feeling a bit insecure. He's getting to know you, and you will be his comfort, not the cage so much, if you walk to the other side of the room. Be careful, hamsters can get lost in your house! Good Luck! =)

It is normal.
It is probably just a little scared once it gets use to the cage and you, it will be be a lot more willing to be held. try to get it use to you by just petting it while its in the cage and try hand feeding it. Then it will know you bring no harm. Every now and again slowly and gently cup it in your hands and try holding it eventually he wont have a problem with it. It still may try to get away, as with all pets they want there freedom. They are very small and can be lost very easily so you must be very carful while holding. I recommend getting a some chew sticks they love them!
