People who don't scoop after their animals poop in the park
Cell Phone Dealers, and their stupid deposits...I mean, I have a freaking mortgage and car payment with nothing down yet, I can't get a crappy 200 dollar cell phone? Come On....
Fast Food people who do not say please when advising you of the cost, I mean, how hard is it to say "That will be 1.65, Please." Nothing to it...
Idiot Dept Store employees that do not bang the lid down properly on my newly mixed paint, which gets all over the floor in the backseat of my station wagon...
Idiot Dept Store Managers who try to get out of paying for my car cleaning, shoes, handbag, pants, umbrella, scarf and mittens that were ruined by the paint...
(My stuff did get paid for and cleaned, eventually)

aside from people peeing on the seat or not flushing the toilet when they're done (both in public and at home) I'd have to say people making snap decisions based on first impressions and appearances.
(although I do have to admit I had a lot of fun writing the column on bathroom etiquette in college)

Loud cell phone conversations in restaurants
People who dribble on public toilet seats (honestly, some toddlers have better aim!)

You know what really grinds my gears?
When people pull out of front of you and go 5mph. Please people if you are going to pull out of the only car coming down the street, because you couldn't wait 15 seconds for me to pass, atleast jump up to the speed limit quickly!!
