1. Mountainous/ Coastal
2. They were formed by plate techtonics and continental drift causing an upthrust of crust with mountain forming and subsequent volcanic activity. The plains region is an older land formation that has survived previous continental collisions from the Precambrian Era.
3. Seismic actvity is the movement of the earth along a plate boundary. It is usually a symptom, not a cause, so the impact of it on the west coast is hard to say. The west coast is subsuming what is left of the Juan DeFuca Plate, so maybe this is referring to the mountain formation and upthrust of land that results from such activity. I'd say it has made for some steep sea cliffs and served to make the mountains taller.
