I can't seem to buy a car, and it's not because I can't afford it. The car symbol is see-through, like the garage. How do I do it?

You need to have a parking stall which can be purchased in "build mode". When you have the car selected, you must place it on top of that parking stall. You can have as many parking stalls as you can fit in the lot, meaning more cars and less money.
If you can't buy a car with the current budget you have going on, then you won't be able to select it in the first place.

Your house must have a drive way or garage to buy a car.

it probaly means you dont have nightlife expansion you need it even if you have newr expansion packs
