This is an analogy of the value of communication and intelligence over war. I just finished reading a great book by Richard A. Clarke, "The Scorpion's Gate". The book is about the conflicts in The Mid-East. Mr Clarke served the last 4 presidents in the Defense and Intelligence departments. This is a book of fiction. As he puts it, "Fiction can often tell the truth better than non-fiction. And there is a lot of truth that needs to be told". He stresses the need for good intelligence and not to spin things for political advantage. It is an eye-opener. This guy knows what he is writing about.

The pen and the sword each have their place; the sword is like an exclamation point to the pen.
