These are the steps to go through:
- what are the contents of the website?
- who does it target? (children/ youth/ adults/ etc) to design a site with their needs
- is it mainly for those with HighSpeed Internet (DSL, etc) or for those who use Dial-up as well?
- number of visitors expected?
- amount of time and knowledge required to construct the website?
- made for profit/ just for fun/ providing knowledge?
- tools required for it?

---------------
By answering these questions, you will know who you are targeting and design a suitable template for that category.

Ex:
- If children, then the site would have a lot of colors and animation, etc
- If DSL, etc, then add flash animation and background sound, if needed
although its always recommended to make this optional...visiting a flash enabled or non flash website
- Number of expected visitors, if high, then you need a good Host and a good package
- If you don't have a lot of time to spare for the site, then make it as simple as possible
- If you want to make money from it, then always think of the security issue...people won't give their credit card numbers on sites that are not secure...

---------------
A great website is always:
- simple
- colors match and not painful on the eye;
- easy to navigate;
- doesn't need a specific web-browser to run;
- not a lot of bouncing animation.

Hope this helps...

Good Luck!
