RORO ni arroyo, hehe haven't you heard of that? it's by ship not by plane so it would takes hours for you to get there and too many stopovers.
for planes, cebu pacific is the best and cheapest. look out for their promos.last year, they had the P5 only ticket or was it P8.i forgot but that excludes tax. so if you add that up,your plane ticket would only cost less than P1,500.very cheap..

In Manila, you would want to stay in the Makati district, if you want shopping. There is the Garden Mall (not sure if this is the official name, but it is used as well). If you like four stars, try to Makati Renessaince hotel. Very nice. It is directly across the street from the outdoor garden mall. You could go and see the horse track, the government buildings and such. There is not much to see in Manila. Take taxis. They are cheap and plentiful. You can ride a Jeepny, if you want, and that is very cheap, but crowded and not very safe. Boracay is very nice. Haven't stayed at the resort you are asking about, but another one and they are all pretty nice, since it is the jewel of the phils. But...August! very hot. Hope you take heat well. The best time to visit the phils is in January-March. If you are looking for chicks, Manila is the place to be. If you are looking for sand, nice tropical drinks, nice swimming, Boracay. Have a great trip.

lowest transportation?
by sea, definitely the roro *lol*
by air, sea air.
the best resorts would have to be fairways, club panoly, nami, fridays, pearl of the pacific, waling waling, patio pacific, boracay regency, boracay tropics, asya boracay (but their prices are definitely NOT low)
but if you want really low prices, i guess, you should just walk along station 2 and 3 and ask around. places aren't fully booked unless you're going during the holy week.

If your concerned with price don't go to boracay. There are at least a dozen other destinations that are not tourist traps but just as nice. Do some research.

Take the superferry from manila to iloilo. In Iloilo catch the Ceres bus to Caticlan for P260. The superferry is an overninght trip and the bus takes 5-6 hours to get to Caticlan. It's slow, but it is the cheapest way to get there.

there are bus stations in cubao that go to caticlan (its roro) and the fare is about P900. it takes 16hrs travel from manila. Or other option is get a package which includes accommodation, roundtrip airfare, roundtrip airport transfer and breakfast. the cost of the package depends on the season. It ranges from P9,000 to P15,000 per person on twin sharing. pls check my avatar for further information.

Why don't you use an inflatable raft. That's the cheapest way to get there. I'm just kidding. The least costly would be via bus. I think it's just 800php. But mind you, they say that it's a hassle and you'll be so tired when you get there.
