You need a bootable floppy disk and you'll have to make sure the BIOS includes the Floppy Disk Drive in the boot order list before the Hard Disk Drive. Generally Cold Boot means to start the computer from a powered off state.

A cold boot is a computer that is off. Putting in a bootable floppy drive then turning the computer on to boot from floppy.
