it is a theatrical term.... maxx factor used to sell it in a very large compact type packaging... it was a cake type foundation that you would apply with a wet sponge.... not sure if they still sell it, haven't used it in years.... but it gives a very thick heavy "mask" like foundation. i would not use it every day, only for stage or tv etc. hope this helps :)

It means that the person has too thickly applied their makeup, it is normal makeup just looks bad. Stage performers often wear really heavy makeup because they are under heavy lights.
