Technically yes, it can, depending on your definition of acceleration and how picky you are about your terms.
Acceleration is the rate of change of velocity. So if you are changing your velocity you are accelerating (positively or negatively)
Velocity is a vector measurement and therefore has a direction. Changing the direction (for example, moving in a circle) therefore changes the velocity and so means the object is accelerating.
For everyday usage, we use acceleration is rate of change of speed. Speed is a scalar quantity and has no direction attached. So changing direction while remaining at the same speed will then not be acceleration.

no because it is not getting any faster if it is at a constant speed because acceleration is basicly saying that the object is getting faster so no it would not have an acceleration if it is at a constant speed

No. Or you could say that it has zero acceleration (so it "has" acceleration, but it's zero). Acceleration is change in speed, so if the speed is constant there's no acceleration.
