He needs the money ASAP, and I missed FedEx. Is there a way for him to still get the funds if he signs up for an account tonight? Or is there a waiting period before he can transfer the money into his own checking account? Any help is appreciated.

There is a waiting period for the set up - it can be as much as 2 weeks.

Why not just mail him a check?
If not quick enough go to your bank and make arrangements to transfer money to a branch near him. It will cost you though!
Even more expensive is Western Union and Travelex

there is a waiting period.. and he has to go through this and that to clear his bank account to his bank through a process..its really a pain.. its better to send through western union or some other way .I pulled my paypal account before they were hacked and well ..glad that I did..thats a lot of personal info to be lying around where people can access it.. now i just send a money order or some other way . paypal is dangerous as is ebay..its a shame they had a good system for a long time..

as long as you know his email address you can send him the money tonight as long as the money is already in your paypal account. if you still have to transfer money into your account its gonna take 3-4 days.
