can someone guide me transfering movies/music from "Tape" to computer, what type of pci card i required?

Run the recorder take Linn out put it in line in in the sound card then record from line in not from mic. you need recording soft ware.

Video card with tv tuner -- Lots of brands there check with compusa.com for features you want. You could also check with sources like tigerdirect.com or others. Most recently there are devices that take your old analog video like vhs and convert it to digital and HD to write to DVD.
